Game is virtually unplayable since last update

I've been playing the game since release and enjoying it for the most part, some minor bugs but all in range of what I expected on release.  Ever since the last patch came out though, the game is unplayable.  I don't know what changed but the motion is choppy at best, at times helicopters are flying without blades spinning.  I can't play against other player because of the choppy nature I can't even tell where I should be aiming.  I'm rubber banding and even freezing for a second at times.  It's been over a week since the update and I keep hoping that this issue will be addressed but it hasn't.  I've cleared cache, reinstalled game, reinstalled drivers, even downgraded my graphics settings and nothing helps.  If this isn't going to be fixed I would like a refund for the game since, as is, it has been made unplayable.
