Thanks for your response. I am finally glad to get a solid answer. I have searched it and have seen the issue replicated for anyone else. I apologize about my delay in responding. I understand my computer is a potato in terms of modern games like this, so I understand if there is no solution. I am working on upgrade has budget allows. Attached is also some additional footage with all the graphs enabled. if something is covered due me having too much enabled please let me know.

I watched the video and the CPU framerate is below 60fps as I'm sure you seen. Memory is in dual channel mode so that's good.
I suggest graphing CPU temperature and frequency in HWiNFO to see if the CPU is overheating and thermal throttling to a lower frequency.
According to AMD website the thermal throttle temperature for AMD Ryzen 7 4800H is 105°C.
