i990k 3080 performance problems

already noticed a bunch of people having the same problem but theres nobody really helping so the next best thing is to make more complaints until its on dices radar.

anywho heres my problem:

i know someone who has the same setup bar for bar as me and they get 100+ fps on all low settings while im struggling to get above 46fps. its almost as if im hard capped there. there is no throttling issue and ive under underclocked and overclocked my cpu and it only gets about 40% usage while my graphics card is at a whopping 80%. whether i change the resolution, aspect ratio, graphical fidelity, dlss or some form of it, my hardware is HARD capped at 46fps because of my CPU according to the game. whatever pictures u guys want me to take lmk any suggestions you have go ahead and shoot. already reinstalled windows the game my drivers and everything in between. tried power plans tried the user.cfg and to no avail i still cap at 46fps. before anybody says its a bottleneck again i have a friend who has the SAME EXACT SETUP as me and hes getting triple the performance. so yep feel free to help. dont really got any other choice they wont let me refund yippie.
