Low CPU frames

I have a 4090 and Ryzen 9 5900X. I seem to be getting really low CPU frames which causes stuttering and lag. I've been through all the graphics settings, computer settings and everything else I can think of to fix the issue. If I turn on frame generation it gets me from 30-60 frames to 80-110 frames but the frame generation causes stuttering as well. GPU I'm getting a steady 200-230 frames always. Any ideas what could be causing this issue or how to resolve it? When playing I'm also getting about 80-85% CPU load and about 50-60% GPU load. Any tips would be appreciated.
