Low FPS, Low CPU AND GPU Usage

Hi guys, seem to be getting lower FPS than I should be, it's really bugging me and I really can't get to the bottom of it.

I'm running an AMD 5600X with a 6800XT, 32GB RAM 3200MHZ

Not matter what settings I try, I get around 90-100 FPS, FSR on/off, 1080P low-high, 1440p low-high. I have tried all the usual stuff; EA overlay on, deleting HD textures, adding a user config file with my cores/thread.

Here's the weird part(s). When I'm in game, I'm running around 50-60% CPU usage, and 70-80% GPU usage and at 90-110 FPS and around 10-15ms time nudge. When I'm in the redeploy screen, tabbed out the game, in the main menu, I'm at 98% GPU usage and running at 150ish FPS. - This is in official matchmaking servers

If I go into a portal game on an unofficial server, the game runs as it should (150ish FPS) in game

This seems like a really strange bug either with the EA servers, or something that could only be resolved by changing some obscure setting in the BIOS.

Anyone had the same issue and been able to resolve it?
