Matchmaking broken after update

I primarily use the custom search to play.  I dislike most of the maps and probably play 90% plus of my matches on Cairo (not bazaar).

Previous to this season if I joined a game that was in progress and I quit, then selected the same custom search, it would put me in a new game and I didn't mind waiting a few minutes for the new server to fill up before it started.  

It appears this is no longer the case.

If I am put in a game that is at the end and one side is getting crushed and there are open slots because players left, that is my only option.

I can no longer quit and have EA spin up a new server to fill. I keep getting put back into the same crappy losing match.  This is unacceptable. 

I dont understand how this company keeps taking one step forward and then tripping and falling 3 steps back. 

Please revert it back to how it was in the first 3 seasons.
