This is what I see, this "light" is a house near point B on Eastwood.
HDR is OFF on Windows.
Maybe, also if it's annoying anyway, minifreezes stops when steam friend list is offline. I say maybe because not yet enought time to test properly.
Please, fix all these glitches fast.
