portal premium ???

The message "Players need to own premium content to play." is only to notify you that players will need to own the game to play your experience. This does not prevent you from creating.

Looking at the screenshots provided, the Cookies message at the bottom of the screen is covering the Save and Submit to Publishing buttons. 

If you close/accept/decline the cookies the message will be remove and will show the save/publish buttons at the bottom of the screen.

You may also need to scroll down to see the publishing one, I had to on my end.

I have same message "Players need to own premium content to play." and it turned out there are some rules and conditions in my portal mode that portal-contructor can't handle and block my mode from publishing and even not shows whats wrong. In my case that dmg multiplier for vehicles was incorrect 0% should be 10% or more.

No its not just visual, I can launch my game in portal, but no bots at all.

I am tired of this BS now. You paid premium and should expect to be able to play the game any way you wish. "Turn it off and on again" from a $50.3 billion dollar company? Pathetic. They have made enough money, fix it! 

I have the same problem. Own the phantom edition on the PS5... anyone has a fix?
