Redsec Second Chance

Ok make this **bleep** make sense, i'll be in a game where my squad hasnt died, were doing great, we get pinched by 2 or 3 squads, and die with 21 or 20 squads left, but there isnt a redeploy option for second chance. Yet sometimes we'll make it all the way to 19 squads and second chance will still be around.

Is it based on the amount of players that have died? or what is it that revokes the option to get a second chance?
