Resolution stuck on 640x480

Over the last couple of updates when I launch the game it has terrible quality. I go to settings to change the settings but its locked at 640x480 on PC. I switch between windowed, boarderless, and fullscreen and the issues still persists. I have tried setting the resolution through Nvidia control panel, repairing game files, resetting all settings, changing the resolution scaling. The game has always been working other than the last few months. I got it fixed one time but quite honestly cannot remember how it got fixed.
