Honestly sounds like some part of your PC is cooking to death. I know you said "My other games are fine" but since you didn't specify that could just mean that The Legend of Dragoon on your PS1 emulator.
Then aside from that, it could be an issue with the game code that is demanding an excess from some part of your computer that another game doesn't have. A bug causing the issue.
My solution is to lower your settings. Honestly, never play on max on any modern games because so many of them have a resource bug or glitch of some sort that somehow disables a safety setting on your PC then cooks it alive...
Most everything is already set to low. FPS in game is fine, usually 120-150, so it’s not system lag. HDR and all those graphical extras are set off. Got a 3080FTW3 and an i9-12900, game’s on an SSD. Really no reason at all for the lag issues.
