Had the same issue.
Turned out to be my Geforce ShadowPlay operating in the background (even although it wasn't enabled) - Changing the keybinding from CTRL+R fixed my issue.

If you still have a problem, fixing some background programs fixes it. For me it was Philips precision.

Been a week since you posted, i have gained this issue a few days ago and wasnt an issue until then, have you found a solution yet?
For me its the same CTRL crouch issue when reloading or attempting to move forward, all other keybindings work though. "c" crouch does not have this issue but is less than ideal for a frequently used binding.EDIT: if im already pressing W hitting CTRL doesnt stop W from working until the W key is released.
