Stutter after loading checkpoints

Hello,

I have a RTX 5070 and the framerate is super fluent. However, I do notice framerate drops and stutter during small and big explosions, like exploding grenades, thanks, crumbling buildings etc. I looked this up on the internet and got advice to turn down or turn off shadows, volumetric fog, particles, texture quality etc, but still want to know how I can fix these without losing too much graphical quality and still have high performance and good visuals.

Another thing is that when I restart the same checkpoints the framerate drop is very high. I used hardware monitoring and saw some problems with my CPU fan and thermal throttling. I bought a new CPU cooler with fans recently and hope that this will solve the problem.

As last I really want to have some extended guide for optimizing the graphics for best performance and quality for my GPU. I have found many, but because of abundant information on internet I don't know which to follow.
