Time Nudge 400ms+ on average

Every time I attempt to play on official servers, I have a TN of over 200, with a couple, blissful moments of none at all, with the vast majority of the match reading 400ms or over. This, obviously, impacts my gameplay as I am .4 secs behind everyone around me. Weapons either don't fire or the rounds are not registered, I cannot move without sliding in place and driving or flying is simply out of the question. At this rate I paid $74 (with tax) to be told to bite a rock. 

Technical:

4070, Ryzen 5 5600x (standard clock), 16 gb 3000 RAM, connected on high speed wifi. Standard edition of the game installed on Steam; NA servers with 4 ping.

 I have tried the suggested fixes of enabling XMP profile and capping framerate, neither of which impacted my TN enough to notice.

Notably, community servers are not affected at all. I can connect and play just fine on all the bot xp farm servers, however as that is not actually playing the game, I don't really care if the community servers work.
