Same problem here, on a Dell laptop with Intel 13700H CPU and a 4050 GPU, 32GB RAM, and also game installed on SSD. I see that 4 of my cores are at 100%, the rest has much lower utilization, overall CPU utilization is 30-40%. I tried making a user.cfg file and setting the processor count manually, didn't change anything. I also can't change any XMP or underclocking settings as these do not appear in the Dell BIOS.
When I open the game console and check for Thread.ProcessorCount it says 32, but my laptop only has 14 logical cores and 20 processors? So I think the issue is that the game does not detect the hardware correctly, therefore underutilizing it, resulting in a buildup of lag/time nudge. I had the same exact issue on the Beta (and many others reported it too).
When I play small maps/modes, the issue is still there, but it's almost playable, with time nudge being around 200 ms. On bigger conquest maps, it spikes to 700+, making it completely unplayable. So this is not an issue with rendering or graphics, but with how the gamestate is calculated (more players => higher lag).
This is the only game where I ever had issues like this, was able to play Cyberpunk, BF2042, BG3, and many more demanding games. Please fix or address these issues as many people are having them (many posts here, on Reddit, and Steam). All my settings are on the lowest possible and my laptop definitely meets the minimum specs. I also saw posts of people with much worse hardware running the game just fine, so it is definitely an issue on the game's end.
