Tsuru Reef low player start please

Can you please make Tsuru Reef playable with low players. I play with crossplay off, and Iv only played the map once. theirs never enough players to start it. Iv waited in the start of the lobby many times. people just keep leaving, because it takes to long to get enough players. 

And no I will not turn crossplay on. every time I do the lobbys are 80-90% PC players.
