Will portal ever work ?

i bought the game to create my own game types to play, as promised in EA advertising for the game using portal, so far i have not been able to create and play due to error saying global error no servers due to melt down or something like that, all i am asking is WHEN WILL IT BE FIXED so the game can be as advertised.
