I have the same problem with BF4 since last night. I am originally from Croatia, but currently I work in Kazakhstan. I have been successfully playing BF4 for last few months in Kazakhstan without any problems. Last night I was also playing without any problems, and then I started receiving this ERROR: "EA Online is overloaded at the moment, please try again in a minute or two." I can start the game by going into installation folder and starting game with .exe file and join the servers. But joining through battlelog doesn't work for one day now.
Adviser from EA Help chat sent me these instructions by email. Tried all of that, tried Microsoft Edge and Internet Explorer on Win10Pro (original Windows), currently using Google Chrome (reinstalled Chrome also), and I tried setting hosts file back to default - nothing helps. Also I am an computer science engineer, not a basic knowledge user. This is a problem on EA side. Please solve this.

- Restart their PC
- Power cycle their modem/router
- Reset Internet Explorer Settings

- Flush and Reset DNS Cache
1. Hold down the Windows Key and press X.
2. Click Command Prompt (Admin).
3. When the command prompt opens, type ipconfig/flushdns and press Enter.
4. Type ipconfig /registerdns and press Enter.
5. Type ipconfig /release and press Enter.
6. Type ipconfig /renew and press Enter.
7. Type netsh winsock reset and press Enter.
8. Reboot your computer.
