Then the victim appeals and the guys reporting for giggles get the same but for longer. Let them try that again. People who might get mass targeted by trolls such as streamers could get whitelisted too.
I would take the risk for a few trolls mass reporting incidents that I can count on my fingers every year over having at least one blatant cheater per day
In World of Warcraft there is a votekick feature in pug dungeons and raids and I do not recall being votekicked (for reasons other than disconnecting) for more than like 10-15 times over like ~10 years that they have had this system.
I did not specified the times one needs to be reported cause I was not sure about how many reports would be enough to make it work without a "squad of friends" having that power. It should definitely be set to happen after more 10+ reports (how many people got 10+ goons to do their bad jokes?).

TBH. 3rd party anti cheats like BF4DB and Battlefield Agency work quite well.
Sure there are false positives sometimes. But they catch most cheaters and nearly all of their bans are supported with valid proof.
At least they allow players to experience a nearly cheater free experience in Battlefield 4...
Cannot say this about the BF1 and BF5 tbh...

BF4DB and BA are not Anti-cheats. They are simply a comprehensive community ban list. I ban you on my server for any reason (you shot me)...boom you're in the BF4DB. Any server running BF4DB will now not let you join.- 5 years ago

Show me when this happened. This is what metabans did.
BF4DB is well moderated by their administrators and mods and bans without proof are very uncommon / not a thing.
Their ban policy is very well made.
A server admin cannot decide if someone gets banned there. Server admins can only report players there and mods will check the provided material.

I've pushed the proposal to have a report ranking system. Each report you submit that's false you get hit with a rank reduction. Once your rank reaches n your reports aren't sent. UI still works, but never truly submits. Basically functionality is shadow banned for x days.
Reports with actionable violation increase your ranking.
1.0 base rank
Deduction: 0.05 ... min rank clamped at 0.05
Increase: 0.05 ... max rank clamped at 1.0

Any reported offender is penalized with time off the PSN network/multiplayer environment proportionally to the severity of 'the crime committed'. And repeat offenders face a quickly escalating penalty ramping up. Days off -> Weeks off -> Months off -> a year off -> permanent off. And the ultimate = Your PS4 is permanently banned from PSN. So not even sell-able or valid for other player profiles to use for PSN.
And at the same time: Any incorrect reporting of others, then the reporter will get penalized in similar fashion. Hence, a good self-regulating regime. And if you have a solid track record of valid reporting, then you get fast-track service and attention from the SIE team. Often just within 3-5 minutes from you posted your report. Sony is doing this to support their 100+ million worldwide users. So its not a question about it needs some staff to do this and cost a bit of money to employ them. It is not a question. It is not just a nice to have. It is a must have, its the cost of doing business and staying in business!
