Here is a cumulative thread on the problem with the servers auto resetting to 16 or 8 players. This thread is a recreation of MANY threads but there is new information and I wanted the first post to have all the pertinent information that I could.
I will supply MANY links at the bottom of this post to show others that have the issue as well.
Please note: this issue affects Xbox and PS3 servers, rented and Dice. Simply stated the server sets itself to 16 players even though the map rotation is set for 24 and the rotation includes only 24 player maps.

Then on the bottom right of the page click on "contact us"
then the Product you are having an issue with is "Battlefield 3"
then the catagory you select is "Technical Support"
Then select your platform "xbox or ps3"
Then you may select Call Me. The call me icon is only illuminated if they are on standby to call you back and the wait time before they call you appears to be very accurate. The number they called me from has been the same the last two times I've used this system which is 855-674-4461.
Upon them calling you back please explain your server problem. As soon as you mention what the problem is then they will transfer you to the specialist team that handles the servers. [b] EA/DICE ARE AWARE OF THIS ISSUE[/b] What we are trying to do is to make more and more server admins post their problems and create a ticket so that the priority of the problem gets more attention. They have said that it could take months to figure the exact problem but to rest assured they are working on it. If you are like me, and have spent plenty of money on 4 90 day servers over the course of BF3 then you may find it worth the bit of time to get the word out to EA support.
I can assure you that posting here does nothing to help let the specialist team know about the problem. By going the above route you are taking the most direct method and helping for a faster fix by giving the problem more weight with the techs.
