After building a new PC, i thought technical issues with connectivity wouldn't be on my list of problems. Basically, i have an OK ping of avg. 40. However, every 10 seconds it spikes to 400/500 ping! this occurs constantly and lasts for about 5 seconds at a time. How do i resolve this? My old, cheap laptop didn't have this problem. Same house, same router.

The problem could lie with many factors between your home connection and the server itself. The best thing you can do from the user level if this is a relatively new issue is unplug your router, let it sit for a few minutes and reboot the router.
There is also the fact that for the past couple of years some bad members of the gaming community have decided to try to launch DOS attacks against gaming companies during Christmas vacation times so that is also a potential factor contributing to your ping woes.
