As I mentioned, the forums are not the appropriate place for reports such as this. There's just nobody here who can handle them, unfortunately. You'll need to make a report to EA Help so they can pass the details to the ToS team.
There is no place to report it and you can't even report the server because they made it look like it was a DICE server so that it couldn't be reported.

Yes you can. You would use the EA Help option I've mentioned previously. That will allow you to send all of the information to an agent (server number, name of hoster etc), who can then pass the details to the ToS team.
Reporting the servers is good, but you need to do so in the appropriate place. There is simply nobody here who can action player reports like these.

This will be my last reply on this topic as we're going around in circles at this point and there's very little benefit to anyone wit. As previously stated, there is nobody on these forums from the Terms of Service here so nobody can act on player reports. Your only option is to follow the procedure for issuing a report via EA Help. If the ToS team deem that there is nothing to action then the servers will remain active. Moreover, regardless of whether the server is running a mode which they technically should not have access to, people running Community Servers are allowed to ban and kick other players.
