Make sure to include in the form all the information you believe could be useful for the review, such as the VPN situation you described.

Hello danisoff, Thank you for your reply. I followed the guide and tried to submit the appeal through EA Help several times. However, the Penalty History tool repeatedly shows: “Appeal not submitted. Case not created.” The EA Help page then redirects me back to Penalty History. I also have no active case in My Cases and no confirmation email. I received a case number from EA Help, but it does not appear in My Cases. Could you please advise how I can report this submission failure or reach the Terms of Service moderation team?
