It'd be interesting to see that video recording of the FPS graph, it could help characterize the kind of stutters you're experiencing.
Shaders compilation is indeed present in DX11 as well, it's just not as noticeable as in DX12.
You can figure out if your system is still compiling shaders by keeping an eye on the cache folder; if files are modified or created during the stutters, then something was compiled. If nothing is changing, then the stutters probably have nothing to do with shaders.
The location of the DX11 shaders cache depends on your GPU maker and drivers version. For example with an AMD GPU running recent drivers it should be under %LocalAppData%\AMD\DxCache .
Another common source of stutters is a new issue EA managed to introduce a few months ago and hasn't solved yet.
These stutters are quite different from shaders compilation, they start with a burst of hiccups at a regular interval when you load into the map, then throughout the rest of the round you may get more random stutters, almost always coming in pairs.
