My Suomi submachine gun is already at level 10, but I haven't unlocked the Master Quest yet.
There are also troop-specific missions.

If you've checked that they're not in the Armory waiting to be claimed, you can try the suggestions in the "Item Acquisition" section of the BFV FAQ:
