It sounds like the majority (though not all) have mentioned experiencing this on PC. If you're able to grab a dxdiag so we can pass that along as well, that will greatly help the investigation. Feel free to attach them in a reply to this thread, or you can DM me the info directly if you'd prefer.
If you haven't already done so, please also let us know which ISP you're using as that may help us identify potential factors. Please also be sure you have the Full Network Overlay enabled as outlined in this post when including video or screenshots as that information can be critical to help identify impacted servers.
I understand you've seen this impact you on some servers but not others even though you're using the same hardware in both cases, but this will help rule out some other possibilities as we're taking a look. Thanks for hanging in there in the meantime.

Settings were resetted because the settings file did not overwrite last settings, so no network graph, but when I used network graph and had that issue, I had no network issues at all I think.
