There is more roughing the kicker/punter calls then there is total penalties called in the entire game for both teams most games or it's damn close.

Thats while getting hit with offensive holds anytime the cpu needs it.

Stop trying to create a game where the cpu forces things to happen as a way to create a skill gap/challenge or w.e it is you're attempting.
