College Football 25 solo dynasty

It's my understanding that in order to use a Team Builder team in College Football 25, you need to use an online dynasty. I have a couple questions about this.

#1. Can I do an online dynasty by myself?

#2. Will I need to pay for an Xbox Live account to do this? I really don't want to pay for the subscription.
