Forward progress

Question

Is forward progress rules different for college? I've had many safeties not called safeties cuz the qb got 1 foot outside the end zone before getting tackled in the end zone and then they're given the ball on the 1. Also my defense stopped a player right at the first down marker, knocked him back a couple yards, he then stepped out of bounds short of the 1st down but was given the first down anyway.&nbsp;

Sounds accurate to me if the runner stepped out as a result of contact. Same with the first play. If the defender made contact with the runner when he was out of the endzone but goes down in the endzone as a result of contact, then it's not a safety.
