Purple House Call Perk has to be toned down

If I throw a streak pass vs a db with purple house call it gets picked everytime, even if my receiver has a step on him. On top of this, teams frequently have multiple players with purple house call. SO either the perk needs to be nerfed or it should be an EXTREMELY rare to have a db with purple house call. It's ridiculous.
