Essentially yes. But to speed up the process it essentially saves the hours you spent on each recruit to repeat each week. You can go through and change what you do to spread hours around differently, but for the most part it does a good job of speeding up the weekly recruiting time spent in the game.
When you advance, you'll only get back the hours spent offering scholarships or on scouting (I believe) to distribute without changing anything else.
I hope that makes sense. It does in my head.
