I'm not sure if it has been entirely confirmed that you aren't able to create-a-player, but I do know that players that have opted out of College Football 25 can not be edited. This means you will not be able to change QB#12 to Arch Manning or any other player. Players that have opted in can not be edited as well. This includes attributes, accessories, etc.
Not being able to edit attributes for an offline dynasty is stupid.

The ability to not edit attributes is solely only towards the players that opted in. If I'm not mistaken, you are able to edit the ratings for generated players.

No... in offline dynasty you cannot edit the ratings of generated players...just name, height, & weightNot sure about online dynasty yet but I'd bet it's the same way.
- @gLaDe8r Online dynasty is the same way. There is an option in dynasty setup and dynasty options to allow specifically ratings editing either for only commissioner, for all users, or to turn it off. Commissioner or all users does nothing, you can't edit ratings of generated recruits at all. I've tried this in both online and offline dynasty. I made a bug report here that an EA official replied to asked for others to report their experience, so anyone who feels this is important please fill it out even though the issue is pretty self explanatory:
