Delay Sunday perk not working

The Delay Sunday perk in Program Builder is not working. After acquiring the perk, I had multiple underclassmen leave early as 5th-7th round picks with no chance of swaying them. Very frustrating to spend the time and the points to acquire that perk, specifically to prevent that situation, and then for it to have no effect whatsoever.
