Acquiring appropriate level coaches in dynasty

I am a head coach with level 100 all the ceo, program developer and elite recruiting perks and I still cant get coaches higher then level 20 and always a c or d grade. EA do better. In NCAA 27 allow us to shop coaches so we can better match coaches to our evel and style of play. Im forced to picm a low level coach that doesnt have my same offense or defense. This makes no sense tyhat we cant shop assistant coaches
