Having the same issue. Set my penalty to 10%, was to see if maybe I misunderstood how the slider worked. Like instead of taking 10 percent of the xp away on players that I progress, maybe it was only giving those players 10 percent of the xp an auto progressed player would get. Now I see it’s just a bug, glad I’m not the only one
