Main Menu Bug on PC (Black flag loop)

Recently, my game will not let me past the main menu. Any attempt to scroll using my controller or press any button the game just does a transition with a black flag and is right back to the main menu (even though you can't leave the main menu). I have researched this and the fix is supposed to be just unplugging any other accessory plugged into the computer (i.e. mouse and keyboard) yet this has not worked for me and the game is now literally unplayable. I have also exhausted any other thing YouTube or Google has suggested to get the game to work. Has anyone else experienced this or any ideas on how to fix?
