Pfff 3 weeks in and it's still broken. Retried the mission 20 times to see if the AI would do something funny but no luck this mission is unbeatable on hard as it is now.
Either the put the barrels around the dog kennel so the timing with the 3 dogs being burned is correct without adjusting anything else. Or they need to make a specific path for the dogs to (zigzag?) to the player because of the general speed boost applied to all units. But even if the dog walk slower, "Daniel" would still shoot the barrels too early for the spy hasn't passed them yet, and if the dogs walk slower they wont be burned. Tricky thing is it only applies to the "Hard" difficulty so I don't think they would make a special script/map layout just for "Hard".
I can imagine they want a generic solution for all difficulties. So although it is unholy I'd say move the barrels to the kennel and let the dogs die there on any difficulty. Least of effort and work and impact.
And I recommend testing beyond this point on hard because there is another wave of dogs and if that wave also outruns the player we can start all over again. I've tried this mission on "Normal" and it works fine, although the second wave of dogs is very close... I imagine that if we get to that part they would need to adjust it too. So maybe for this mission they might want to tone down the dog movement speed else they need to fix the second part as well.
I implore you to do a magic number on this specific mission and difficulty. Superclass the dog and set movement speed to 1 if hard is selected. I'm a genius.

Having the same problem, this mission appears to be impossible to complete on hard difficulty, needs patching.
