[Bug Report] TS /Ra2/YR - Tooltips malfunction

In the Steam version (tested TS, RA2 and YR ), the in-game Tooltips (the pop-up text that appears when hovering over units/buildings) does not function.
Note: For verification, I tested a pirated 1.001 version of YR ,and the Tooltips works normally there.

BTW,  what happened when the voices of the three Hollywood heroes in the Allied mission were replaced with GI's voice?
