cannot start Command and Conquer 3 tiberium wars directx error

Hi all,

I cannot start Command and Conquer 3 tiberium wars when i clicke it the tiberium wars splash screen option, it gives me the following dll error(pic attached):

invalud license reason code=missing dll d3dx9_29.dll error: 0x000000c1

I tried installed direct x 9 both 32 and 64 bit on my windows 11 laptop legion 5 pro (rtx 3060) but no luck.

I also did read all the posts but could not see anything suitable to fix this issue.

Please help.
