I solved this issue without any of fan fixes just by unchecking back buffer and hardware filled blits in RASETUP.EXE located in installation folder with some compatibility settings on the launcher (must not be necessary).
Don't blame Westwood please! It is like blaming a game developer for optimising a game for single core processors when there were no thoughts about multicore processors. Bill Gates also said 640KB of memory ought to be enough for anybody and where are we now?...
Westwood did an unquestionable awesome job on Red Alert which is proved by the fact we love to play this game and spend money to obtain this game even in theese times, more than 20 years after its release.
Using that time designs cannot be marked as a fault nowadays. It was just "current meta" that time. Many old games wont work on nowadays systems without special applications and many of them won't work even with them. But RA works fine just with a little tweak in game settings. Anyway, I understand that nowadays people get used to think there is anything more behind the play button located in client. 🙂

Another solution that I did find? Albeit a tad on the pricey side but it's a ONE-TIME fee? Microsoft Virtual PC. Needs a licensed copy of windows installed on it but once you pay that off ONCE? You're good to go and as long as you have a pretty decent machine by today's standards hardware-wise? You can run that very easily.
This will allow you to install and run it. You have to be careful which version of Virtual PC you install depending on which games you need. In this case? Win-98 iirc is what's needed to run games from this era. So make sure the MS Virtual PC is the right one, install it, get your licensed copy of WIN-98 installed, boot it up, set up your games and she should run!
