CNC3 refuses to launch from the EA app

I try launching and it never launches. I try launching it again and it says that the game is already running when it clearly is not(it isn't even showing up on task manager

Kane's wrath WILL launch, but vanilla cnc3 will not.

I try uninstalling it and it won't let me uninstall because it thinks the game is still running. So I restart my computer and the whole process starts over again.

I tried the support chat and they had me update my drivers, clear my cache 3 times  and clean boot my system while also reinstalling both the game and the app.

No luck.
