This can mean a lot of different things, as that same error message is pretty much the only one the game shows no matter what the cause is.
My assumption is that you do not have DirectX 9.0c installed on your computer and/or you are not running the game as administrator.
To install DirectX 9.0c, please do the following:
- Download DirectX 9.0c redistributable from June 2010 from Microsoft’s official website.
- Run directx_Jun2010_redist.exe.
- Follow the instructions on the screen. This setup will extract the necessary files to the folder of your choosing.
- Once the setup closes, open the folder to which you extracted the files.
- Run DXSETUP.exe as administrator and follow the instructions on the screen.
- Restart your computer.
- (Optional) Remove the folder with the extracted installation files if you wish to conserve space. This is perfectly harmless, as the files have been installed in the proper system folders.
Then, set Generals and Zero Hour to run as administrator at all times.
Nah, if it's a Direct X compatibililty it would've showed an error of Direct X Incompatible. Mine is the Technical Difficulty Error. The game will boot up, I can still hear the EA Games Intro sound for 2 seconds thern boom, here comes the Techincal Difficulty Error.

@Samir_Abaza Does deleting dbghelp.dll in the Generals and Zero Hour installation folders help? Do you have any modifications or mods installed? Which OS are you running on? Latest graphics drivers are installed?
