Looking at the log (c:\windows\directx.log), I was able to see the problem, several errors of this kind:
08/15/15 15:27:36: infinst: Currently C:\Windows\system32\d3dx9_24.dll is newer than the one being installed.
The solution of killing the process in task manager worked for me, win 7 64bits
