It’s designed that way on purpose. You get a great free play experience and when you get 2/3’s of the way in, it’s encouraged that you pay. That’s how they make money. It’s understandable from a business perspective and will never change or else they will not be able to keep the servers running. 

A workaround is to tank on a lower league until you get your units leveled up for free to continue to move on.
