You can always download the manuals from Origin. 🙂

If you've purchased a game through Origin and wish to view your game's manual/instruction booklet, follow these instructions:

1. Login to your Origin Client
2. Go to My Games
3. Right-click your desired game, and proceed to click Show Game Details from the pop-up options. (Alternatively, you can click on the [ i ] button underneath or to the side of the game's title--depending on your viewing-mode--to "Show Game Details.") 
4. Finally, clicking "Game Manual" will automatically begin a download of your desired game's manual in zip format
5. Extract your desired language and you're done!

Note: Multiple Languages are typically contained in this file, so be sure you select the appropriate language you desire.

Your solution is, that he should go to the game details page and click on the link for the manual.

The real annoying part is that I chatted with an ea "tech" that told me to do what I had just explained that i did already. I really don't think he knew what he was talking about. just reading a manual.

Did you buy the game through Origin/register it on Origin?

Yes, I bought it in store, and the case only had codes to dowload it on origin. I have followed every step described for downloading the manual, no links are present where they say they are. I also received an email stating that my question has been answered and the matter is closed, but it hasn't even come close to being answered!

Obviously since that's the only possible way tog get the game ^^

But anyway, the great thing about Answers HQ is that you can get answers from people that love the game and consequntly know what they're doing. At least to a point.

The new manual isn't online yet, as per EA fail but, here are the much more interesting original manuals in chronological order:

C&C 1

Red Alert 1

Tiberian Sun + Firestorm

Red Alert 2 + Yuri's Revenge

Renegade

Generals

Tiberium Wars + Kane's Wrath

Red Alert 3 + Uprising

Tiberian Twilight

Okay, this is all but the manual for Red Alert 3 vanilla. However I'd recommend not using them. They're outdated and so on. All the lates info is available here, this is your best resource.

There is no "download manuals" link on the Origin page for Command & Conquer 3: Tiberium Wars and Kane's Wrath.

Where can I get the manuals?
