Lag issues, unit responses & bad match ups

For those who are experiencing lag, can you explain what exactly is happening? Do your units take a few seconds to respond before going where you direct them? Does the game "freeze" for a few seconds, then move quickly to "catch up" to the live action? Is something else happening?
Does the lag usually happen when you are on WiFI, data, or both?
Both. I'm on fido (rogers) network Canada. Picture Screenshot_20180801-201553 shows my units have idled and cannot even move them only build units. Second picture shows opponent has advantage cause of high lagtncy I was not able to collect tiberum and build advanced units. I have been building basic units and he's 3-4 steps ahead of me cause of high lag.

this is a video link as well... u can see how bad it is. near the end just before the last nuke destroys me. look at the scorpion tank. it should never do that.
