NOD doesn't call the War Factory a War Factory.
You will note there is an 'Airstrip' in order to build Vehicles.
Added Note: Tech Level Settings in the Skirmish Rules, I believe it's a Tech Level 4 Structure.

@GENERALZOOL .. I saw it... somehow not appear before only aircraft units.... thank you
Nod doesn't have aircraft in the campaign. Also, the Remaster has tooltips for all construction options that tell you what they do.
