Demage the building until its health bar is red, than an engineer can capture it.

Alternatively, get 3 Engineers to capture the building if you lack the units or time to damage the building in advance.
Please note, this will apply to any and all Buildings, even if their total HP is lower.

I can find no option to control engineers and the slide out control menu is blank with controls disabled. I try to rescue prisoners in the beginning campaigns by damaging the prison until health bar is red and nothing happens. Not using any kind of mods or custom settings. My system is based on i5 4690K, GTX970, 24 Gb playing through the Xbox client.
@FragBait27 XBox client? Are you sure you're talking about C&C: Remastered? This collection only exists on PC, and there's no "control menu" to control units in it; everything is handled through context-sensitive click commands.
My experience is the same as ProudEnglishman's post. The engineer does not capture the building.
- @FragBait27 No it isn't. The original post is a misunderstanding about the fact that Engineers in Red Alert only capture buildings that are in red health status. This was specifically explained in this thread, so if that was your problem, it would be solved already.
You're talking about some "option to control engineers", which makes no sense in the context of these games. The building is put in red health, the engineer goes in, and nothing happens. That's the problem I'm referring to. And, of course, there is no completing the initial campaign without rescuing the prisoners.
@FragBait27 Which game are you actually talking about? Which faction? Which mission number? What building?
I'm referring to Command & Conquer Remastered Collection from Origin in the first mission to rescue prisoners from the prison.
The Remastered Collection contains two games. You still haven't said what game, what side, what building.
If you're referring to the third Nod mission in Tiberian Dawn, then, uh, all you need to do is select only the Engineer and hover the mouse over the prison building. Your mouse cursor will turn into three green arrows pointing down, indicating it can be captured. And then you just click to give the command.
