If you link your C&C Rivals account to your email you can simply swap it from iOS to Android and vice versa.

Download the game on the new device, play the first tutorial mission and go then into Settings -> Link account -> Link Email Address. Put in the same email, you've linked before on the other device and the game will give you the option to pick up the game progress.
