try clearing your cache ( in Chrome, or IE9).. that will usually work.
make sure you close the broswer when you are done, and if you usually leave the machine on, or just "sleep"
or "hibernate" - try shutting it completely down.
As a quick test, if you have another machine available ( like friend's or work/school).. try from that other machine. If the problem stays on your machine, then it is very likely the browser.
Also, I know most folks don't use the scripted "tools" anymore.. but if you are using them, remove or at least disable them for troubleshooting.
